The city of Westlake Village, which sits between Los Angeles County and Ventura County, recently approved a new ordinance that regulates the type of artificial grass property owners can install, sets minimum standards and provides guidance to property owners as to permissible materials.

The ordinance, approved by the Westlake Village city council, goes into effect in September and is intended to promote water conservation while maintaining a high appearance standard.   

According to The Acorn, the local newspaper serving the area, the ordinance requires that artificial grass must be at least 1.75 inches long and consist of a combination of permeable turf and thatch that has the ability to drain water at a rate of not less than 6 inches of rain per hour, per square yard. In addition, polypropylene and nylon fiber products and other materials without a thatching system are prohibited. Purchase Green offers a wide array of products that meet these criteria.

The ordinance does not prevent Homeowners Associations from prohibiting artificial grass, however. Though the days of such regulation may be coming to an end if Assembly Bill 1194 is signed into law.

Though the ordinance may ultimately yield more artificial grass installations in the city, Westlake Village officials already have experience with artificial grass when it was installed in the city’s new baseball, softball and soccer complex, which opened in April.

“With the drought and all the water restrictions that have recently come down, [installing artificial grass] was the best decision the city could make,” said Aubrey Brown, assistant city manager, in a city video showcasing the complex. “There’s no mowing, there’s no watering. And so in looking at it over a 10-year period, it’s very cost-effective.”
